Have Your Say: Help Shape the Future of Moira Shire

Moira Shire Council is inviting the community to have their say on five important strategic plans that will help guide how Council services are delivered, how community assets are maintained, and how Council will manage its finances over the next ten years.

Building Our Moira: Your Shire, Your Say brings these five integrated plans together in one place, making it easier for the community to see the complete picture.

The draft Financial Plan 2025–2035 provides a long-term strategy to ensure Moira Shire remains financially sustainable over the next decade. It includes a strong focus on renewing the community’s assets, with $151.7 million—approximately 66 percent of total capital investment—allocated to maintaining existing roads, bridges, buildings and parks. Council will also support future growth through critical investments in enabling drainage works.

The draft 2025/26 Budget details how Council proposes to allocate funding in the coming financial year. This includes a significant $46.5 million investment in major community projects including the Numurkah flood protection levee, Yarrawonga Multisport Stadium, and the Yarrawonga Library and Events Precinct. The budget reflects a balanced and responsible approach to maintaining existing services for the community while supporting a focus on cost containment and affordability to minimise increases in rates and charges.

The draft Revenue and Rating Plan 2025–2029 explains how Council will source its revenue in a fair, equitable and transparent way over the next four years, noting that approximately 55% of Council’s revenue is derived from property rates. It outlines Council’s aim to further diversify revenue sources and seek external funding opportunities to support community services and projects.

The draft Council Plan 2025–2029 outlines Council’s priorities, goals, and key actions for the next four years in support of delivering of the Community Vision 2045.

The draft Asset Plan 2025–2035 sets out how Council will maintain and invest in essential roads, bridges, buildings, and community facilities over the next 10 years.

These strategic plans are closely aligned to the draft MoiraVision2045, which reflects the long-term aspirations of the Moira community. Together, the plans provide a clear roadmap to guide Council in leading Moira Shire toward a more inclusive, sustainable, and positive future for all.

At the April Scheduled Council Meeting, the first three draft plans to be endorsed for community consultation were:

  • Budget 2025/26
  • Financial Plan 2025 – 2035
  • Revenue and Rating Plan 2025 – 2029

These draft plans are now available for community feedback.

The draft Council Plan and draft Asset Plan will be considered by Council at an Unscheduled Council Meeting on Thursday 15 May 2025 and will be released for community feedback shortly thereafter. 

Council is encouraging all residents, businesses, community groups and landholders to get involved in this important, future-shaping work.

Moira Shire Council Chair Administrator Dr Graeme Emonson PSM said Council had made providing feedback accessible to all.

“To make it easy for everyone to get involved, Council is offering several ways to have your say. Visit the Council’s website to read the draft plans and complete a short survey for each. And if you need assistance with the online engagement, please phone Council’s Customer Experience Team, who will be very happy to assist” Dr Emonson said.

Community information sessions will also be held across the Shire. Dates, locations, and times of the information sessions can be found on the MoiraMatters website and will also be shared across Facebook and Community Updates.

“These informal pop-up sessions are a great way to speak directly with Council staff, ask questions, and find out how the plans affect you,” Dr Emonson said.

There will also be the opportunity to provide feedback in a more formal setting.

“A Submission hearing will be held in June, giving the opportunity for community members who have provided a formal written submission, to speak in support of their submission directly to Council in person,” Dr Emonson said.
