Emergency Services and Volunteers Fund

From 1 July 2025, the Emergency Services and Volunteers Fund (ESVF) will replace the Fire Services Property Levy (FSPL) to include funding for broader emergency and disaster response services.  

What is the Emergency Services and Volunteers Fund?

The Emergency Services and Volunteers Fund is collected on your property Valuation and Rate notice on behalf of the State Government and consists of two items:

  1. ESVF Fixed Charge of $136.00 for residential and $275.00 for non-residential properties; and
  2. ESVF Variable Levy, which is calculated by multiplying the CIV of your property by the variable levy rate applicable to that property’s land use classification.

How is my Emergency Services and Volunteers Fund calculated?

The calculation of the Emergency Services and Volunteers Fund is as follows:

Fixed charge + Capital Improved Value x Variable Rate below)

Example: $136.00 + ($230,000 x 0.000173 = $39.79) = $175.79

The variable cost is calculated depending on the type of property you own, its capital improved value (CIV) and which fire service covers your area. The variable levy rates are:

Am I entitled to a pensioner concession?

If you hold a current pension concession card or an eligible Veteran Affairs card, you will receive a $50 concession off the ESVF for your principal place of residence.
