The Town of Numurkah has experienced significant flood events that have impacted the community greatly. Moira Shire Council has recognised these challenges and has prioritised flood mitigation efforts to safeguard residents and their homes.

The Numurkah Northern Levee Project aims to provide robust protection against major flood events, ensuring the safety and resilience of our community. 

The Northern Levee

The Northern Levee is the first stage of a broader flood mitigation initiative designed to reduce the risk of flooding in Numurkah.

This critical infrastructure project will construct a 3.12km levee from the Goulburn Valley Highway to Kinnairds Road, incorporating a mix of earthen embankments and concrete retaining walls.

This project has been developed in collaboration with the Numurkah Flood Mitigation Implementation Committee, ensuring that community input and expectations are integrated into the design.

The Numurkah Northern Levee construction will be delivered in stages across multiple locations. Timings are approximate and subject to change due to weather or unforeseen circumstances.

Stage A

1 May – 30 July 2025
From Station Street along the wetlands to the area adjacent to the Council Depot, including the track behind the golf course to Kinnairds Road.

Stage B

6 June – 30 July 2025
Section between the railway line and Station Street, and from the Council Depot to Brenion Street.

Stage C

1 July – 30 September 2025
Brenion Street between Meiklejohn Street and McCaskill Street.

Stage D

15 July – 24 November 2025
Gray Street.

Stage E

28 August 2025 – 24 January 2026
Inside the Council Depot, and from the Goulburn Valley Highway to the railway line.

Practical completion of the levee is expected in early 2026.


The following is the indicative schedule for levee construction works across the identified sites. Please note that this timeline is subject to change, particularly due to weather conditions or adjustments made to improve construction efficiency.

Some sites may be worked on simultaneously depending on contractor availability. We will update this schedule as works progress and more information becomes available.

Updates

April 2026 

Th Numurkah Levee project has delivered works across approximately 3.4 Kilometres, with around 1692 cubic metres of concrete used to construct 1715 metres of levee wall. 

The final stages of the concrete wall are expected to be completed in the coming weeks.

March 2026 - Stringer Walk Bridge Closure 

Council would like to inform the Numurkah community that the Stringer Walk Bridge across the Brocken Creek will be closed as part of ongoing construction works for the Numurkah Levee project.

Contractors will be working in this area to install plinths and pour concrete for the new levee barrier. These works are essential to supporting the long‑term flood mitigation infrastructure for the township, providing a flood free access between the northern levee and the southern levee in an event situation.

Council apologises for any inconvenience this temporary closure may cause and will advise the community once access has been restored.

February 2026 - Louis Hamon Park reopen to pedestrians 

Louis Hamon Park is scheduled for a partial reopening week of 16 February. While works are still underway along this section of Melville Street, a designated pedestrian walkway will be available to allow safe access through the park.

The grass areas will remain closed to protect ongoing regeneration and encourage new seed growth. If you’re visiting the area, please follow all signage and avoid entering fenced, flagged or closed‑off sections to help the new grass establish.

Construction activity also continues north‑east of Melville Street, with wall installation now underway on Gray Street as part of the next stage of levee works. Please note Gray Street is currently restricted to local residents only due to the high volume of heavy vehicle movements and construction equipment operating in the area. We appreciate your caution and cooperation while works progress. 

February 2026 - Quinn Street Walking Track Closure 

 The Quinn Street walking track in Numurkah is closed until further notice following the discovery of contaminated materials within existing onsite soil.

During the works of the Numurkah Northern Levee, a section of the track’s original topsoil was removed, stored, and prepared for reuse as part of an approved native vegetation resource-recovery.

As part of investigative testing, the topsoil which was removed and then reinstated to the walking track was found to contain construction materials likely deposited when the track was originally constructed many years ago. Further analysis confirmed the presence of non-fibrous Class B asbestos.

Remediation works will now take place, and the walking track will remain closed between the Madigan Street and Remembrance Drive while contamination is managed

This will include a full asbestos assessment which involves detailed visual inspection and the removal of any affected debris, installing a geofabric layer as a barrier and a clean topsoil layer placed along the edge of the walking track, and development of an Asbestos Management Plan for the area.

Council would like to inform community contaminated materials were not located on top of the walking track but within the batters or edge of the track. While risk is low, Council’s priority is to eliminate any risk by undertaking remediation works.

December 2025 - Park Closure in January 2026

Moira Shire Council is continuing works along Melville Street east (Louis Hamon Park) as part of Stage 1 of the Numurkah Northern Levee Project. 

To allow construction to proceed safely, Louis Hamon Park east of Melville Street will be closed from Tuesday 06 January until mid-February 2026. 

Please follow pedestrian detour signs and stay clear of construction fenced zones for your safety. 

We appreciate the community's patience and understanding during this temporary closure as we progress towards project completion.

December 2025 Update

Moira Shire Council is progressing Stage 1 of the Numurkah Levee Project – the Northern Levee. Construction began in April 2025, and we’ve achieved significant milestones:

  • Excavation works completed and levee bank material placed and compacted across multiple sites.
  • First section of the levee completed.
  • Louis Hamon Rose Garden relocated and redesigned.
  • Quinn Street walking track upgraded for accessibility, with sections elevated to accommodate the levee, 13 mature trees retained, and additional seating installed.
  • Levee constructed through the depot area.
  • Settlement ponds connected to the depot via earthen section.
  • Works completed from the depot to the west of Melville Street (G.F. Harding Park).
  • Remembrance Drive surge basin constructed and connected to development.

We thank the community for your patience and support during construction.

What’s next?
In 2026, works will continue along Melville Street East (Louis Hamon Park), leading into Stringer Walk and Gray Street, bringing us closer to project completion.

 

October 2025 

Quinn Street Walking Track - As part of the ongoing works to the Numurkah Levee Project involving the Quinn Street Walking track, Council is pleased to share a recent update that will enhance the accessibility and preserve the natural environment. 

To accomodate the levee bank, sections of the track were elevated, an approach that allowed Council to retain 13 mature trees and protect the scenic landscape. This decision reflects our commitment to balancing infrastructure needs with environmental stewardship. 

Following feedback from local walking groups, Council will be relocating an exisiting seating bench to a more accessible location and installing an additional bench to ensure all users can comfortable rest and enjoy the track. 

We appreciate the community's input and look forward to continuing to improve this valued public space. 

September 2025 

Road Closures - Excavation works will commence this week as part of the Numurkah Levee project, resulting in temporary road closures in the area.

Melville Street will remain open to traffic, but reduced to a single lane.
Brenion Street will be closed on both the western and eastern sides of Melville Street, with no access to Melville Street from Brenion.

Detours will be in place to redirect traffic via Knox Street, McCaskill Street, and Meiklejohn Street.
Heavy vehicles travelling from Katamatite-Nathalia Road to Melville Street will be detoured via Station Street, with access to Melville Street available through Meiklejohn and Knox Streets.

If you are travelling through this area, please allow extra time for your journey, follow all posted detour signage, and drive with caution. Your patience and care help ensure the safety of all road users during these essential works.

July 2025 

Construction is continuing into the Stage C area of the Numurkah Northern Levee project, scheduled from 1 July to 30 September 2025. Stage C covers Brenion Street between Meiklejohn Street and McCaskill Street and includes removal and relocation of the Louis Hamon Rose Garden by Broken Creek on Melville Street.

Through consultation with the Hamon family and Council’s contractors, it has been confirmed that the current community garden must be removed to allow for the levee’s construction. The Louis Hamon Rose Garden will then be landscaped to incorporate the new levee and a selection of roses re-established back into their original location.

To celebrate and preserve the remainder of these beautiful roses, Council will be giving away the remaining rose bushes to the community.

June 2025

Works on the first section of the levee are now complete, with the final gravel works finished. The walking track has reopened and is once again accessible to the community. However, workers are still active in the area near the Moira Shire Council depot, so we ask everyone to remain vigilant and observe any safety signage or temporary closures in place.

Approximately 5,000 cubic metres of treated topsoil have been used to construct this first section near the wetlands.

Works are also nearing completion on the Kinnairds Road section of the earthen levee. Once this stage is finished, construction will soon begin on the concrete levee structure within the same area.


May 2025

Numurkah Levee Construction

Construction of the first section of the new levee near the wetlands area (Site 1) is nearing completion. The site remains temporarily closed to the public while final works are completed and the area settles and dries following recent rainfall.

Council anticipates this section will be reopened soon, pending site conditions. We will provide an update as soon as it is safe and appropriate to allow public access.

Site 2 Levee Works Underway

Construction is now progressing at Site 2, located at the Kinnairds Road end of the levee, opposite the Numurkah Golf Club. Excavation works to establish the levee foundation are complete, and crews are currently placing and compacting treated recycled soil.

This section will form a significant part of the overall project, representing approximately one-third of the total volume of material required for the levee construction. Council appreciates the community’s cooperation as works continue.

Safety Reminder – Restricted Construction Zones

Council has received reports of individuals entering restricted construction zones along the levee works, including moving fencing and crossing into active work areas.

We strongly remind the community that these areas remain closed for your safety. Heavy machinery is in operation, and entering the site poses serious risks. We understand these are familiar public spaces, but we ask for your cooperation in avoiding active construction zones until works are complete and it is safe to reopen them.

Respecting site boundaries also helps maintain the structural integrity of the levee works and prevents damage or delays. Some areas may also present trip hazards due to uneven ground.

We appreciate your understanding and patience as we work to complete these important upgrades safely and efficiently.


May 2025 - Statement from Moira Shire Council Chief Executive Officer Matthew Morgan

It’s fantastic to see work getting underway on one of Numurkah’s most significant and long-anticipated projects. This marks a major milestone for Numurkah, and we look forward to seeing this important infrastructure take shape over the coming months.

We’ve planned construction in staged segments to reduce disruption as much as possible for residents, traffic and local businesses. Some sections of walking tracks will be temporarily closed and fencing will be in place during heavy machinery works, and we’ll ensure access is restored as soon as it’s safe to do so.

Traffic management, including lane closures and parking changes, will be in place along sections of the levee when construction is happening in that area, particularly when works reach the Melville Street intersection. We ask people for their patience while works are being completed, and we are working to minimise disruption as much as possible.

We’re also basing project design on sustainability principles. More than 5000 cubic metres of soil excavated as part of the Patterson Street Basin Upgrade project has been diverted from landfill and treated to improve quality, so it can be be reused as part of the levee construction.


May 2025 

Construction on the Numurkah Northern Levee began on 1 May 2025, starting near the Settlement Pond walking track. Excavation is complete, and levee bank material is being placed and compacted. The walking track is expected to reopen next week.

Works will then move from Kinnairds Road toward Madigan Street carpark. This section will be closed due to heavy machinery, and Council is working with community groups on alternate walking routes.

Traffic management plans are being finalised, especially around Melville Street. Road closures will be avoided where possible but may occur at night for safety.

A Yorta Yorta cultural heritage monitor is on site near Kinnairds Road to ensure culturally sensitive works.


April 2025

Construction preparation for the Numurkah Northern Levee has begun, marking a major step in protecting the town from future flood events. The project will deliver critical levee infrastructure along the northern edge of Numurkah to reduce flood risk and improve community resilience. Works are being led by Council in partnership with the Victorian and Australian governments.
