Moira Shire releases balanced Draft Budget for community feedback

Moira Shire Council is inviting community members to have their say on the Draft Annual Budget 2026/27, which is now open for public consultation.
Chair Administrator Graeme Emonson PSM said the draft budget reflects what matters most to the community.
"The draft budget strikes a balance – delivering the everyday services our community relies on, investing in projects that will make a lasting difference to our Shire, and working towards long-term financial sustainability, all within a 2.75% rate cap," Dr Emonson said.
"We are mindful of the real cost of living pressures facing our community, and our commitment to responsible financial management remains firm. We are focused on meeting today's needs without compromising our ability to invest in tomorrow."
With a total capital program of $33.15 million, the budget delivers significant investment in infrastructure across the Shire. Roads, drainage and bridges are a major focus, with $22 million committed to restoration, resheeting, resealing and renewal programs across the municipality, including continued investment in footpaths, drainage and road safety improvements.
Construction of the Multisport Stadium in Yarrawonga has commenced, representing a landmark investment in community infrastructure, while work will also see the completion of the Yarrawonga Library, Events and Performance Precinct. Flood protection remains a priority, with detailed designs progressing for the Numurkah Flood Levee Stage 2 and the Cobram East Levee.
The budget also supports a wide range of community programs and services, including services for the elderly, families and infants, and those with disability. Other capital works include the Katunga recreation building refurbishment, road safety and footpath improvements in Nathalia, entrance enhancements at the JC Lowe Oval in Yarrawonga, and progress on the detailed design for a new pavilion at Scott Reserve in Cobram.
On the environmental front, Council will develop a net zero emissions strategy and progress an Urban Canopy Strategy. An Integrated Water Management Plan will also be implemented at Yarrawonga Victoria Park/Showgrounds.
Looking ahead, Council will finalise and begin implementing a new Economic Development Strategy 2026–2030, develop a Tourism Destination Management Plan and progress a precinct plan for Thompsons Beach in Cobram.
Chief Executive Officer Matthew Morgan said the budget is a strong, deliverable program that Council has the capacity and capability to bring to life.
"Every dollar in this budget has been carefully considered to ensure we are delivering genuine value to our community," Mr Morgan said.
"From major infrastructure like the Multisport Stadium and flood protection works, through to community programs, road renewals and environmental initiatives – this is a budget that touches every corner of Moira Shire. We want to hear from our community to make sure we have got it right."
