Council is required to develop a Revenue and Rating Plan by 30 June in the year following a general election. The Plan provides a medium-term strategy for how Council will generate income to deliver on the Council Plan, program and services and capital works commitments over a 4-year period.

The Revenue and Rating Plan incorporates:

  • how revenue will be generated through rates on properties (including differential rates on different property classes);
  • fixed service charges that might be applied on services such as waste or recycling;
  • fees and charges for services and programs;
  • developer contributions and other revenue;
  • revenue generated from use or allocation of Council assets (including the application of discounts and waivers);
  • recurrent and non-recurrent operational and capital grants from other levels of government; and
  • other activities established to deliver programs or services and generate income or reduce costs.

The Revenue & Rating Plan was adopted by Council on 30 June 2025.

The Road Management Plan is a document which describes road and road related infrastructure within road reserves for which Council is responsible. 

The RMP covers the following assets:

  • Bridges (A structure with the primary purpose of carrying a roadway or pathway over an obstacle with a minimum span of 1.8m or a minimum waterway area of 3m2)
  • Major Culverts (A structure with the primary purpose of providing a passageway beneath a road or a path, usually but not necessarily for stormwater, with a minimum span or diameter of 1.8m, or a minimum waterway area of 3m2)
  • Drainage (Pits & Pit Lids, Surrounds & Grates – Not pipes)
  • Pathways (Footpath & Shared Pathways – see full definition in appendix 1)
  • Kerb & Channel
  • Road Pavement
  • Road Surface
  • Signage (including regulatory & warning signs)

The RMP sets inspection intervals, intervention levels and response times as well as stating management systems which Council will implement to ensure that its responsibilities within the Act are met.

The Road Management Plan Version 9 was endorsed by Council on 26 November 2025 and can be downloaded on the link below. 

Moira Shire Council (Council) is responsible for the management of Regionally Prohibited and Regionally Controlled weeds and established pest animals located on rural roadside managed by Council in accordance with the Catchment and Land Protection Act 1994 (CaLP Act).  

This management plan is built around a best practice approach to weed and rabbit control. The treatment criteria outlined within the management plan is based on the ability to achieve best practice. The criteria are used to identify priorities for treatment of weeds and pests on Council managed roadsides.

Moira Shire Small Town Sports Sustainability Strategy (the Strategy) underpins Councils commitment to ensuring sport and active recreation continues and thrives in all Shire communities. It acknowledges the importance of ensuring long-term local access to sport, and community sporting facilities, for the ongoing social, economic and physical health of all residents in our smaller communities.

This strategy involves two parts:

  1. Acknowledging the six key drivers of small town sport sustainability and outlining actions for supporting sustainability
  2. The assessment of facilities and the provision of Master Plans for each small-town Reserve.

Our tourism plan, sets out a clear and accountable framework to our industry. It summarises visitor pillars, tourism pillars and sets out a plan to raise our profile (digitally and industry facing) to future proof our region.

This high level document is not a detailed action plan. The purpose of this high level document is to represent Council’s approved position to guide Council’s future tourism activities and investments.

The feedback received from key stakeholders has informed the final Tourism Plan and how it can be implemented.
