Thriving communities at the heart of Moira’s new strategy

Moira Shire Council aims to create economic opportunities and enhance business resilience with its new Economic Development Strategy 2026-2029.
The Strategy aims to facilitate the conditions necessary to support Moira’s next stage of economic development by driving investment, creating local jobs and increasing household wealth, while positioning the Shire as a thriving, connected regional community.
The vision is to support a strong and diversified economy by creating the conditions for businesses to grow alongside essential access to housing, facilities and services like childcare and Regional Study Centres.
By prioritising these diverse lifestyle opportunities – including arts, cultural events and tourism – the Strategy aims to enrich liveability and attract the skilled workforce required to drive the region forward.
Moira Shire Council Chair Administrator Dr Graeme Emonson PSM said the Strategy was a proactive response to a rapidly shifting global landscape.
“Economic conditions are constantly changing, and we must proactively plan for the challenges and opportunities brought by digital disruption, new technologies and a shifting climate,” Dr Emonson said.
“At a local level, we recognise that issues like water policy have the potential to impact our competitive advantage.
“By focusing on our core strengths in manufacturing, agriculture and tourism, we are ensuring Moira remains a resilient and attractive place to live and invest.”
The Strategy is built on the community’s 2045 vision for a prosperous region, with towns that support vibrant main streets and the services that make Moira a destination of choice. This is a partnership between Council, local business and government, ensuring the Shire remains a premier place to live, work and invest.
To ensure long-term stability in a rapidly changing world, the Strategy focuses on a diversified economy where primary production, manufacturing, tourism and the arts complement each other.
The delivery program is designed to address critical barriers through active partnerships and mentoring, ensuring local businesses are enabled to succeed now and into the future.
