Have your say on Special Rates and Charges Policy

Moira Shire Council is inviting the community to provide feedback on a draft Special Rates and Charges Policy.

 

Mayor Libro Mustica said the purpose of this draft policy was to implement and administer a special rate or special charge for projects or infrastructure developments including footpaths, shared pedestrian/bicycle paths, urban drainage, roads, off street carparks, and streetscape upgrades.

 

“We recognise Council does not have the financial resources to fully fund the upgrade of all existing infrastructure to current standards,” Cr Mustica said.

 

“Where infrastructure improvements provide special benefits to abutting properties, a Special Rate and Charge Scheme may be explored to share the costs.

 

“These benefits can include improvements in amenity, access, safety or economic benefits.”

 

Cr Mustica said if a special rate or special charge scheme did not proceed due to lack of support during the initial assessment stage, or was discontinued as a result of objections or appeal, then the project or work would not be re-investigated for two years unless circumstances changed significantly.

 

“The main changes in the draft Special Rates and Charges Policy from Council’s current policy include an expanded purpose; the process to initiate and develop a scheme; a listing of cost apportionment principles; the option for a charge to be per parcel or property; set a non-response to any survey as a ‘do not support’ vote; the scheme length will be based on the total debt; and simplified beneficiary principles,” he said.
