Guidelines for Unsolicited Proposals
An unsolicited proposal (also referred to as a ‘market led proposal’) is a new and innovative proposal from the private and non- government sector, which has not been requested by Council through its regular procurement processes, and which could assist Council in achieving its strategic objectives or satisfying a community need.
An unsolicited proposal may include a proposal for:
- the purchase, lease or development of Council owned or managed land;
- the delivery of goods or services to or on behalf of Council; or
- he provision of infrastructure for the community.
Where an unsolicited proposal involves more than one council, the relevant councils may resolve to adopt any one of their unsolicited proposals guidelines, with any required variations, to apply to that proposal in place of their individual guidelines.
The purpose of these guidelines is to provide a transparent framework that sets out a clear and consistent process on occasions where private sector parties approach Council with an unsolicited proposal outside of a public tender or expression of interest process.
