The Paterson and Russel Street drainage area in Numurkah is home to more than 300 residential properties and is prone to experience flash flooding, damaged roads, and barriers for pedestrian accessibility.

Council plans to address these concerns by conducting a 5-stage approach to improve the drainage, road pavement and pedestrian access.

The overall project will deliver:

Larger drainage infrastructure in the storm water catchment

Road surface changed to ashphalt to reduce surface deflection and improve quality
Improved footpaths widened to 1.5m for greater accessibility
Construction of a new kerb and channel
Redesigned street scape including new trees

January 2026: Council is committed to improving drainage and raod safety in Numurkah. The Paterson and Russel Streets project is currently on hold while we finalise the Moira Shire Stormwater Management Strategy and Action Plan. This ensures future works align with a long-term, sustainable approach to managing stormwater across our community.

Paterson and Russell Street 5 Stage Project

Due to the significant investment in the community to complete the project, Council is proposing to split the works into 5 stages. This will allow minimal disruptions to residents, other services across the shire and budget considerations.

The proposed stages involve:

Stage 1 - Basin upgrade COMPLETED

Road and Drainage detailed design

Stage 2 – Paterson Street between Saxton and O’Connor

Stage 3 – Russell Street between Saxton and O’Connor

Stage 4 - Paterson Street between O’Connor and McGregor

Stage 5 – Russell Street between O’Connor and McGregor

Project Updates:

Stage 1 works complete

Council is currently investigating the next hases of the project, which aim to improve road pavement, drainage infrastructure, and pedestrian access across Paterson and Russell Streets.

Stage 1 was successful in receiving a $400,000 funding through the Local Community and Regional Infrastructure program from the Federal Government. The total cost of works for Stage 1 is estimated to $450,000.

Stage 1 works focused on upgrading the stormwater basin to improve flood resilience and included:

Expansion of the basin from 4ML to 9.4ML
Construction of a high-flow spillway
Upgrade of the pump outlet
Removal of vegetation and planting of new indigenous streetscape
Traffic management to ensure community safety during works

15 May 2024:
BR Excavations have been successfully awarded the contract for the Stage 1 works which will include upgrading the basin, and road and drainage improvements.
