Scott Reserve Pavilion Future Design

Moira Shire Council is undertaking early planning for potential improvements to the Scott Reserve Pavilion in Cobram. 
This is a prospective project only, with no committed funding or construction timeline at this stage. 

The Project has been identified as a Council priority to support the future needs of local sport and community use. Developing a concept design allows Council to be prepared for future funding opportunities and ensures the project is well-defined if it progresses. 

Concept Plan 

A concept design for the Scott Reserve Pavilion, endorsed by Moira Shire Council at the June 2026 Scheduled Council Meeting, has been developed to guide future planning for a new, modern facility. 

The concept plan helps Council explore how the facility could better support players, volunteers and the broader community. 
It also strengthens applications for State and Federal funding by demonstrating a clear, considered vision. 

Key features of the concept design include: 

  • Modern, inclusive and accessible change rooms
  • Improved social and community gathering spaces
  • Upgraded kitchen and kiosk areas
  • Multi-use meeting and function spaces
  • Enhanced first aid and wellbeing facilities
