How and when to pay

Council provides a number of options for paying your 2018/19 Rates and Charges. Payment methods are listed below: 

Lump Sum: Due date 15 February 2019

Four (quarterly) Instalments: To pay your Council rates in quarterly instalments, you must pay the first instalment amount as shown on your rates notice by 30 September 2018.

The remaining instalments are due as follows:

Instalment No. 2 – due on or before 30 November 2018;

Instalment No. 3 – due on or before 28 February 2019; and

Instalment No. 4 – due on or before 31 May 2019.

10 Monthly Direct Debit: 

 To be eligible for this method of payment you must agree to have monthly instalment amounts deducted from your nominated bank account through the Direct Debit process.

Payments will be deducted from your nominated bank account on the 28th day of the month commencing in August and ending in May of each financial year. The instalment amount and date payable will be detailed on your Annual Valuation and Rates Notice. You will not receive any further instalment reminder notices from Council.

To apply for the 10 monthly Direct Debit Instalment option, please complete and return the Direct Debit Request Form  at least 7 days prior to the 28 day of the month.  

Council will send an SMS reminder to your nominated mobile phone number prior to the deduction. To receive this you will need to provide your mobile phone number on the Direct Debit application.

The Direct Debit Authority is an ongoing arrangement. You will not need to complete a new application each year unless you wish to change your account details.

You can terminate this Direct Debit Authority at any time by advising Council in writing not less than 7 days before the next scheduled debit drawing.

Interest

If paying by instalments, any instalment payment not received by Council by the due date will be charged interest from the due date of that instalment. If paying in lump sum, any payment not received by Council by the due date will be charged interest from the due dates for each instalment, assuming payments are being made by instalments. See s172(2)(b) of the Local Government Act 1989. Interest will continue to accrue until the outstanding amount, interest and any costs are paid in full. The interest rate to be charged is set under the Penalty Interest Rates Act 1983. The penalty interest rate is currently set at 10.00%.

Rates, rebates and concessions

If you receive a pension you may be eligible for a rebate on rates and charges. Eligible pensioners may receive a reduction up to $279.40 on your 2018/19 Rates and Charges. The rebate applies to those ratepayers who have a full pension concession card. The rebate does not apply to Health Care Card holders.

Payment Methods

In person

Rates can be paid in person at:

    • Main Administration Centre, 44 Station Street, Cobram;
    • Service Centre, 100 Belmore Street, Yarrawonga;
    • Visitor Information Centre, 99 Melville Street, Numurkah (cheque only); 
    • Barmah Forest Heritage and Education Centre, 73 Blake Street, Nathalia (cheque only); or
    • Any Australia Post outlet.

    EFTPOS facilities are available at the Cobram and Yarrawonga locations.

    By telephone

    Payments can be made 24 hours a day by calling the Moira Shire Council's pay by phone service on 1300 301 804. Please have available your current rates notice, including the assessment number, your credit card number and expiry date and the amount you wish to pay.

    BPAY

    You can arrange BPAY payments with your bank to pay your rates or via the website here.

    Your biller code is located on the bottom section of your rates notice. Please note payments may take up to 2 working days to be processed.

    Australia Post

    Please present your rate notice and payment in person at any Australia Post Office or Agency. Please note payments may take up to 3 working days to be processed.
