How and When to Pay
Council provides a number of options for paying your Annual Rates and Charges.
Lump Sum: Due date 15 February 2021
Quarterly (4) Instalments: To pay your Council rates in quarterly instalments, you must pay the first instalment amount as shown on your rates notice by 30 September 2020.
The remaining instalments are due as follows:
Instalment No. 2 – due on or before 30 November 2020;
Instalment No. 3 – due on or before 28 February 2021; and
Instalment No. 4 – due on or before 31 May 2021.
If paying by instalments, any instalment payment not received by Council by the due date will be charged interest from the due date of that instalment. If paying in lump sum, any payment not received by Council by the due date will be charged interest from the due dates for each instalment, assuming payments are being made by instalments. See s172(2)(b) of the Local Government Act 1989. Interest will continue to accrue until the outstanding amount, interest and any costs are paid in full. The interest rate to be charged is set under the Penalty Interest Rates Act 1983. The penalty interest rate is currently set at 10.00%.
Council offers a Direct Debit payment option to ratepayers in either a weekly, fortnightly, ten monthly or quarterly instalment schedule.
To be eligible for this method of payment you will need to complete the Direct Debit Application Form and provide your bank account details. We will confirm your arrangement in writing and provide you with the schedule of payments.
Weekly or Fortnightly deductions will commence within 1 week of your successful application and will continue each Thursday until the end of May.
10 Monthly instalments will be deducted from your nominated bank account on the 28th day of the month commencing in August and ending in May of each financial year.
When you take up the ten monthly and quarterly payment options we will send an SMS reminder to your nominated mobile phone prior to the scheduled deduction. You will not receive any further instalment reminder notices from Council.

The Direct Debit Authority is an ongoing arrangement. You will not need to complete a new application each year unless you wish to change your account details.
You can terminate this Direct Debit Authority at any time by advising Council in writing not less than 7 days before the next scheduled deduction.

Payments can be made 24 hours a day by calling the Moira Shire Council's pay by phone service on 1300 301 804. Please have available your current rates notice, including the assessment number, your credit card number and expiry date and the amount you wish to pay.
You can arrange BPAY payments with your bank to pay your rates or via the website here.
Your biller code is located on the bottom section of your rates notice. Please note payments may take up to 2 working days to be processed.
