The Moira Shire has now moved into recovery stage after the flood event.

We are here to support the whole community throughout the recovery, to connect our residents with the services they need and assist them in understanding and accessing all the resources available to them.

We have a range of support and resources you can access below but you can also call our Customer Experience team on (03) 5871 9222.

Community Flood Recovery & Resilience Grants 

As part of supporting the community, Council is providing Community Flood & Resilience Grants of up to $5,000. 

Moira Shire Flood Recovery Hub

Moira Shire Council has now started their Mobile Recovery Hub, it will be based in Nathalia and Barmah, once a month each, with confirmed dates and times to be posted to our social media, Recovery and Resilience Group.

The Hub is to provide information and support to community members impacted by the October 2022 flood event, and to link residents with grants and services which may be able to assist them.

Assistance is available from a range of service providers and will have representatives from different agencies who can provide support with accessing financial assistance. These may vary each session but generally include some of the following: 

  • Rural Finance
  • AgBiz Assist
  • Goulburn Recovery Flood Service (GFRS)
  • Emergency Recovery Victoria (ERV)

An outline of who will be represented during each Hub event will be provided on the information flyer, closer to the event date.

Assistance is also available by contacting Moira Shire Council or service providers direct via telephone or online.

Flood Waste to Cobram Landfill

The Premier has announced that the Government will fund free disposal of flood-affected waste at landfills.  

While Moira Shire Council is able to accept most flood waste, due to licence conditions placed on us by regulatory authorities, there are some materials that cannot be accepted at the Cobram landfill. As a result of this, during the current flood emergency Greater Shepparton Council has agreed to assist in the disposal of those items that Moira Shire is unable to accept. Hazardous waste such as deceased livestock or asbestos are required to be handled in a specific manner and the correct process followed for reporting and disposal. We are most grateful to Greater Shepparton Council for their offer of assistance to dispose of these particular wastes, if required.

Please contact to Council prior to attending any site for disposal of flood waste and staff will assist in any queries to ensure safe and correct procedures are followed. As directed by the state government, when disposing of flood waste at the Cobram landfill or transfer stations, you will need to provide proof of residence in a declared flood affected local government area, such as a rates notice or driver licence. 

The free disposal of flood-affected waste will apply until 30 June 2023.

 

Financial Assistance

Financial Support for flood affected farmers

A support package is available for flood-affected farmers:
Primary Producer Clean-Up Relief Grants: $10,000 grants to cover the cost of the clean-up and get businesses up and running again
Primary Producer Concessional Loans: Up to $250,000 to restore or replace damaged equipment and infrastructure, or to cover the short-term business expenses.
Primary Producer Transport Subsidies: Up to $15,000 to support the transport of emergency fodder or stock drinking water, and the movement of livestock.


Disaster Recovery Allowance (DRA)

Federal Government Disaster Recovery Allowance (DRA) is a short-term income payment for business owners (if receiving a wage from your business) and their staff whose income has been affected by the Victorian October 2022 Floods. The maximum duration of this payment is 13 weeks.

Disaster Recovery Payment (AGDRP)

The Australian Government Disaster Recovery Payment (AGDRP) is a lump sum payment
to help people seriously affected by the Victorian Floods in October 2022.

Emergency re-establishment assistance

 Emergency re-establishment assistance – The Personal Hardship Assistance Program assists people
experiencing financial hardship in meeting their relief needs.
The program includes emergency relief payments and re-establishment payments.

Road Closures and Local Incidents

Road closures

Information on updates road closures is available on 13 11 70 or the Vic Traffic website .

Please do not drive on closed roads - even after the water has gone they need to be assessed to ensure they are safe to drive on before they can be opened.

If you need to report water or trees blocking access to a road please contact Moira Shire Council on 5871 9222 and we will coordinate a response.

Agriculture Victoria has recovery teams in place to work with producers and industry following the recent storms and floods across Victoria.

An important part of their role in emergencies includes assessing the impacts and damage, this will inform the types of support required both immediately and over the medium to long-term.

Flood Guides

The Victorian State Emergency Service has developed a number of local flood guides for residents and business owners. Emergency Plans have also been developed for Municipalities to explain local flood risks for communities at risk.

Moira Flood Emergency Plan

The Moira Flood Emergency Plan has been prepared to detail arrangements agreed for the planning, preparedness/prevention, response and recovery from flood incidents within Moira Shire.

The scope of the Plan is to :

  • Identify the flood risk within Moira Shire;
  • Support the implementation of measures to minimise the causes and impacts of flood incidents within Moira Shire;
  • Detail responses and recovery arrangements including preparedness, incident management, command and control; 
  • Identify linkages with local, regional and state emergency and wider planning arrangements with specific emphasis on those relevant to flood.
